Job Order Contracting (JOC) Estimator
Responsible for preparing accurate, timely, and detailed cost estimates and pricing for construction projects under the Job Order Contracting (JOC) delivery method. This role involves interpreting project scopes, evaluating RS Means or other unit price books, and collaborating with project managers, owners, subcontractors, and designers to ensure competitive, compliant, and profitable pricing.
Key Responsibilities:
Review and analyze job order scopes provided by clients or field staff.
Develop detailed quantity takeoffs and cost estimates using RS Means, 4Clicks, eGordian, Xactimate, Sage, or other unit price estimating tools.
Prepare and submit responsive proposals that align with the JOC contract terms, including time-sensitive delivery of price proposals.
Coordinate with subcontractors and suppliers to gather accurate cost data and ensure scope alignment.
Participate in site walks and pre-proposal meetings to understand project conditions and constraints.
Ensure compliance with contract requirements, local and federal regulations, and client-specific standards.
Track estimates and awarded jobs, maintaining documentation for historical reference and continuous improvement.
Support project managers and field staff in validating pricing during execution and change order processes.
Collaborate with clients and internal teams to value engineer and scope optimize as needed.
Qualifications Required:
Proven experience in cost estimating, preferably in Job Order Contracting or similar IDIQ contract formats.
Familiarity with RS Means or equivalent unit price databases.
Proficiency in estimating software such as 4Clicks, eGordian, Xactimate, or Sage Estimating.
Strong mathematical, analytical, and communication skills.
Ability to manage multiple estimates under tight deadlines.
Proficiency with Microsoft Excel, Word, and project management tools.
Valid driver’s license and ability to travel to job sites.
