Under the administrative direction of the Chief Deputy Insurance Commissioner, the Deputy Commissioner, Financial Surveillance Branch (FSB), functions as a member of the Executive team and directs the functions of FSB with statewide responsibility for the Financial Analysis Division, Field Examination Division, Actuarial Division, and Office of Principle Based Reserving. Serves as key advisor to the Insurance Commissioner and Chief Deputy Insurance Commissioner on a wide range of financial surveillance issues. Provides policy advice and direction on administrative and program policies, namely pertaining to risk-focused financial surveillance of the insurance industry. Participates in meetings held by the National Association of Insurance Commissioners (NAIC) and represents the department in its various working groups and task forces.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.
